if you are permanent resident of another country you can't Vote in US. But if you are US citizen temporarily living in Greece with a permanent residence in US, then you send absentee ballot to your state of permananent residence. If you have a residence in US then the next time your are there register to vote in your state and they will explain the absentee ballot procedure for the state.
