You could put Skype on your computer and do it that way. If the other person has a computer you can call for free. If you call from your computer to a regular telephone it only costs about 2½ cents a minute.

Find a yahoo chat room with few or no people in it and do voice chat in there... I have skype (and a high speed connection) and find it to be... of rather poor quality.

IMs (instant messengers). There are many, but I suggest WLM (Windows live messenger) because it's free and supports video and 'phone' call.
